The potential for a quantum leap is possible, even in the most seemingly difficult places. In 1993 we explored the possibility to build at the north-end of the Willembrug, a site that is dominated by infrastructure. Two important avenues into the city centre meet here; a railway tunnel runs under it, and it's also a dyke – protecting the city and its hinterlands against high tides and storms.
